Deb West
District 6490
Deb West retired in 2016 as Executive Director of United Regional Health Care Foundation in Wichita Falls, Texas, where during her 10-year tenure she led efforts to raise and distribute more than $30,000,000 for construction projects, building improvements, capital equipment and programs at United Regional and the Rathgeber Hospitality House.
Deb currently serves as Foundation Chair of the Rotary Club of Bloomington and has been instrumental in obtaining district grants and spearheading the club’s End Polio Now campaign. She will serve as District 6490 Governor in 2026-2027 and currently serves as District Fundraising Chair and Risk Management Coordinator. She participated in the District 6490 Membership Facilitator effort, which ultimately led to her club forming two satellite clubs. Deb was an Assistant Governor prior to serving as Assistant Governor Coordinator for four years, and this year marks her fifth year of leadership in Assistant Governor training at Land of Lincoln PETS.
Deb served as fundraising and annual fund chair in District 5790 for The Rotary Foundation. She is a past president of the Rotary Club of Southwest Wichita Falls, participating in service and humanitarian projects locally and internationally. In Honduras she assisted in the installation of water filtration systems in homes in a number of villages in the La Mosquitia region, and was instrumental in obtaining a district simplified grant to match funds raised by a number of area clubs that provided batteries for solar energy storage in the village of Mocoron. In Haiti she was part of the District 5790 Vision Up team providing vision screening and distributing eye glasses at the Mission of Hope near Port Au Prince.
While in Texas Deb also served District 5790 as lieutenant governor, District Conference chair, Assistant Governor and was an Assistant Governor trainer for two years for Lone Star PETS. She received The Rotary Foundation’s Citation for Meritorious Service in 2015.

Libby Quinlan
District 6510
Libby Quinlan grew up in San Bernardino, CA, and joined the United States Air Force after graduating from Cajon High School. He spent his Air Force career traveling to and working on airport flight lines all over the world for 27 years of active-duty service as an Air Transportation Specialist, Air Transportation Manager, and Air Transportation Functional Manager, traveling the world to such exotic places as Norway, Denmark, Germany, United Kingdom, Egypt, Greece, Saudi Arabia, Ghana, and South Africa.
Upon retirement from the Air Force, Libby began a civilian career as a Transportation Systems Management Specialist working, first for the Deployment Process Modernization Office, providing detailed transportation movement requirements analysis for the movement of forces to theaters around the world. Then while assigned to the Unit of Action Maneuver Battle Lab, designed deployment requirements capabilities for future force equipment designs. Finally, working at the Transportation Engineering Agency as a transportation systems analyst, provided answers to complex deployment and distribution questions for commanders at every level of command. One such issue was the millions of dollars in demurrage and detention charges the Defense Department was paying for containers shipped to the Afghanistan Theater of Operations. Working with a team of specialists at the Georgia Institute of Technology, Supply Chain and Logistics, developed courses of action to reduce the demurrage and detention charges by nearly 90 percent in one year for a saving of over $18 million.
Libby has dedicated nearly 20 years to Scouting programs. He has served as a Den Leader, Cubmaster, Assistant Scoutmaster, Unit Commissioner, Assistant District Commissioner, District Commissioner, Wood Badge Staff, University of Scouting Staff, Dean of the Master’s Program for the College of Commissioner Science, Adult Advisor for Elangomats in the Nisha Kittan Lodge of the Order of the Arrow, and National Youth Leadership Training Staff.
Libby joined the Rotary Club of O’Fallon Sunrise in 2012 and absolutely enjoys supporting his community and world through community service projects and activities. He has served the Rotary Club of O’Fallon Sunrise as Club Sergeant-at-Arms, Club Director, and is currently serving as Immediate Past Club President and District 6510 Youth Services Chair. He is a member of the Paul Harris Society and a multiple Paul Harris Fellow.
Libby Quinlan’s awards and honors include the Department of the Army Meritorious Civilian Service Award, Department of the Army Superior Civilian Service Medal, Meritorious Service Medal, Air Force Commendation Medal, Army Commendation, Military Order of Saint Christopher, National Council of the Boy Scouts of America (BSA) Silver Beaver Award, BSA District Award of Merit, BSA Commissioner of the Year for the Saint Clair District, Distinguished Commissioner Award, and is a National Vigil Honor Order of the Arrow.
Libby is married to Alice Ann (nee Weaver), a Leasing Agent and Licensed Realtor/Broker. They share a love of children, grandchildren, live music, travel, golf, jeeping, camping, and cycling.

Stephanie Moran
District 6560
Stephanie Moran is a lifelong resident of Anderson, Indiana. She has dedicated her life and career to serving the community. For nearly two decades, Stephanie’s role in engagement and partnership at Anderson University allowed her to support, connect, and collaborate with schools, healthcare, businesses, and nonprofit organizations. Stephanie served as the Director of Character Counts! of Madison County, established the Community Partnership Center and led the university to achieve Carnegie Classification in Community Engagement. Stephanie was also a key contributor to the institutional recognition of Dr. Martin Luther King Jr. National Day of Service, she secured over a million dollars in grant funding for engagement efforts, developed student support initiatives for first-generational and no-traditional students, established and supervised AmeriCorps members, developed youth programming efforts on campus.
After retirement from Anderson University, Stephanie has served as the interim Executive Director of the Leadership Academy of Madison County and is now serving as the Director of the Indiana Youth Corps and Member Engagement at Community Engaged Alliance.
For nearly two decades, Stephanie has been an active member of Rotary International, striving to embody the organization’s motto, “Service Above Self.” She has served in various leadership roles, including Club President, District Trainer, and Assistant District Governor, and in 2026, she will assume the role of Rotary District Governor for Central Indiana.
Beyond Rotary, Stephanie has contributed her time and expertise to several local nonprofit boards, including the Anderson Community School Board, Jane Pauley Health Centers of Indiana, Anderson Housing Authority Inc., Heartland Scholar House, Anderson Museum of Art, Flagship Enterprise Center, and the Leadership Academy of Madison County, and Indiana Commission for Higher Education.
A married, mother of three grown children and a grandmother of three, Stephanie’s guiding mantra, “How can I help?”, reflects her deep commitment to gratitude and service. Each day, she strives to live out this mission as an expression of her love for people, her community, and her faith in Jesus Christ.

Matt Millies
District 6580
I was born and raised in Northwest Indiana (also known as a 'Region Rat"). Now, I am married to my wife Sarah and live in Georgetown, IN (in far Southern Indiana). I received my undergraduate degree from DePaul University and my Master of Business Administration from Loyola University. I am a champion of the community, love to serve others and love Rotary.
I am a Financial Advisor at Edward Jones and blessed that my office is 3 miles from my home, in the community I am so passionate for. I am a past President of the Rotary Club of New Albany (RCNA), IN, I have also held the roles of Vice President and Secretary and co-founder of the RCNA 5:31 Club. I am a Paul Harris Fellow, and a graduate of the Rotary Leadership Institute. Rotary is in my blood - my father and brother have been active members for many years.
I am proud to say I serve my community on the Board of Advisors for Indiana University Southeast School of Business, the Board of Directors for Big Brothers Big Sisters of Kentuckiana and as the Chairman of the Board for the Floyd Memorial Foundation.
On a personal note, I love competition, I like to have fun, and l bring a smile with me everywhere I go. I have a deep passion for many things – cooking, entertaining, for serving others, my community, and for Rotary.
